Earlier this month, the U.S. Department of Housing and Urban Development (HUD) released the FY25 Continuum of Care (CoC) Notice of Funding Opportunity and it is as troubling as expected. Not only does it put more than 170,000 of our neighbors — mostly BIPOC, elderly, and disabled people — at risk of returning to homelessness by cutting billions for Permanent Supportive Housing (PSH), it reallocates resources to high-barrier and treatment-first approaches. Additionally, it introduces a new scoring criteria that penalizes applicants who won’t align with the federal administration’s harmful agenda.
Philanthropy must be clear-eyed about the impacts these drastic and unjustified cuts will have on our unhoused neighbors and communities and identify ways to support blocking harm while building a new structure that is rooted in justice and liberation.
During this rapid response funder call, Ann Oliva, CEO at the National Alliance to End Homelessness, will join us to share what they know about the NOFO, what impacts we should expect, and what the field needs right now. We will also be joined by Susan Thomas, President at the Melville Charitable Trust, who will provide insights on what philanthropy can and should be doing to protect our unhoused neighbors while also co-creating spaciousness to reimagine our housing justice future.
